Round Valley - Lights on/Lights off?

On Sunday when we arrived the lights were on at Round Valley, hence no one was on the water. It was windy but the water surface was smooth. We heard that earlier in the day that a pedal boat had to be towed in as they couldn't handle the wind. What's up with that? Are kayakers in the same class as pedal boats? Needless to say we left, headed to Spruce Run and launched in the same dangerous wind conditions that rendered the "Round Valley Killing Machine" closed. Does anyone have a contact person that we can lodge a complaint with? How is it that RV can be closed and Spruce Run open given identical conditions? I feel that we as a group should petition the powers that be to make a more clear cut policy concerning the lights on/lights off issue, otherwise it is going to be a disappointing summer at Round Valley.
Btw, the water was 68F at Spruce Run. Jeep, Matt, Darwin and I did a short paddle so the day wasn't a complete loss, then we went to Chelsea's for their fabulous shrimp scampi and celebrated Darwin's 15th birthday.
